Billy Brewer

Emergency Preparedness Consultant

James “Billy” Brewer is a public safety and emergency preparedness specialist with over fifteen years of experience. His expertise ranges from emergency planning, emergency medical services, disaster response, grant management, incident management, training and exercise, and overall project management. Billy has a wide range of professional experience from firefighting, hazardous materials, and emergency medical services from past and current service with multiple departments and organizations. In addition, Billy worked seven years at the Indiana Department of Health Emergency Preparedness Division in multiple roles from Planning and Response Director to the Emergency Preparedness Division Director.

Billy attended Indiana University in Indianapolis where he studied Biology and Anthropology in undergraduate, and completed a Master of Science in Criminal Justice and Public Safety and a Master of Public Affairs with graduate certificate in Public Health. He currently is completing an accelerated Bachelor of Science in Nursing, with an expected graduation in 2021. Billy has been an EMT-Basic since 2006, and a National Registered Advanced EMT since 2018, among numerous other firefighting and incident management certifications.

In his free time, Billy enjoys riding his Harley Fatboy motorcycle and mountain biking throughout Indiana. He is from Anderson, Indiana and currently resides in Indianapolis. He enjoys travel and has been as far as Beijing China and Sydney Australia. Billy has two dogs, Duke and Iris, and enjoys taking them on morning runs or evening bike rides around the neighborhood.

Bill Wallace

Safety Branch Director

Bill and his wife, Lynnette moved to Indiana in July 1991. Bill came to Indiana to help open Aeroquip Corporation in New Haven. It was while at Aeroquip, Bill was assigned the duties of Environmental, Safety and Health. Thus, began a 30-year career in Safety.

Bill has worked in manufacturing safety, automotive and as a consultant. Bill served as a Safety Coordinator for Parkview Health. Bill’s primary background is OSHA-related safety and training. His experience includes Joint Commission regulations and Emergency Preparedness.

During his career Bill achieved his Certified Safety Professional in 2004. He has also earned CHSP and CHEP, as well as CHMM.

Bill and Lynnette have been married 44 years. They live in Fort Wayne with their two cats, Honey and Tabitha. They are active in St. Joe Community Church. His hobbies include guitar.

Bill retired in July 2017, but works part-time for Vantage Point Consulting as Safety Branch Director. Bill teaches OSHA 10 and 30 classes and participates in Emergency Preparedness exercises as needed.

Joel Heavner

Training Coordinator

Mr. Joel Heavner has been a contractor with Vantage Point for over 10 years. During this time, he has assisted hospitals and healthcare facilities conduct exercises, develop emergency preparedness policies, and provided trainings for organizations across the State. Joel has facilitated many Hospital Incident Command System courses as well as Incident Management Team courses. Joel is a professional firefighter and has been an emergency responder for over 15 years. Joel also has completed his degree in Public Safety Management from IUPUI, and is completing his Master Degree in Workplace Safety from Indiana University.

Joel is married to Jenna Heavner and they have 3 children. Joel’s family is from northern Indiana, and Jenna’s is from southern Indiana, so they spend a lot of time traveling across the state to see family. During their travels, they love to find new places throughout the Hoosier state to visit. Some of their favorites are the Indiana Dunes National Lakeshore, Pokagon State Park, and Brown County State Park.

Joel enjoys being able to work as a first responder who is also able to understand the world of the first receivers in the healthcare field. “I love seeing the ways in which our responders, receivers, and planners can all coordinate our resources and efforts in order to meet the needs of our communities. Being able to watch entities work together to tackle potential issues or emergencies is inspiring, and knowing I can have a part in their collective efforts is extremely satisfying.”

Joel is currently working with Hancock County Health Department, assisting with their emergency preparedness coordinators through Vantage Point’s Health Department Preparedness Staffing efforts. He is also the District 5 Healthcare Coalition representative for Vantage Point, coordinating any exercises, education, and planning contracts within the district.

Carey Slauter, B.A. Columbia Southern University

Senior Consultant

Carey Slauter has been a contractor with Vantage Point for 7 years.  During this time, he has assisted Healthcare Coalitions and facilities conduct exercises, develop emergency preparedness plans, and provide emergency management trainings for many organizations.  Carey has been a career firefighter/paramedic for the last 28 years.  He is the Deputy Director of Indiana Department of Homeland Security District 5 Response Taskforce, currently serving as a Planning Section Chief.  Carey has a Bachelor Degree in Human Resource Management from Columbia Southern University and is a graduate of the National Fire Academy Executive Fire Officer Program.

Carey is married to his wife Carla and they have two grown daughters.  Carey enjoys hiking and backpacking in his spare time, and often visit State Parks.  Carey also is part of a Summer Field Study program that introduces high school students to various national parks in the western United States.  His family also serves at a local food pantry/ministry in the Greenwood area.

Carey enjoys working with different healthcare professionals in the area of emergency management and preparedness.  “While presenting different courses and classes around Indiana, I always learn something new from the participants to make me a better presenter.  Sharing experiences is the best way to learn and improve skills and concepts for the next event that occurs.  Working together and coordinating resources should be our goal for successful emergency operations.”

Jessica Price

Emergency Preparedness Specialist

Jessica Price started her career in the preparedness field as a Business Continuity Plan Developer. During 5 years Jessica developed, exercised and maintained plans for banks and credit unions in the financial sector.  She attended Trine University in Angola, IN and earned a Bachelor’s degree in Emergency Management.

In 2008, Jessica started working for the State Department of Health as their Training and Exercise Coordinator, was promoted to Team Lead of the District 3 Public Health Preparedness Team, from there she lead District 3 as the Public Health Preparedness Coordinator. Serving District 3 preparedness for 12 years is something she is very proud of. Jessica is a certified Homeland Security Exercise and Evaluation Program (HSEEP) trainer, Certified Healthcare Emergency Professional and holds many FEMA ICS courses to include ICS 300 and 400.

Vantage Point welcomes Jessica as an Emergency Preparedness Specialist for 2 county Health Departments in Northeast Indiana. She is married to her husband of 13 years and has 4 rowdy little boys.

Mike Ellis


Mike has been with Vantage Point Since 2012. He comes from a strong Emergency Medical Services Paramedic and Public Health Preparedness background.  Mike has been a Paramedic since 2004 having worked with several Ambulance Services.

Mike graduated from the St. Vincent’s Hospital and Medical Center Paramedic Program in 1984. Since that time he has worked for Wishard Hospital Ambulance Service in Indianapolis, Indiana Lifestar Ambulance, Brown Township Fire/Rescue in Mooresville, Indiana.

Mike was asked to sign on with the Morgan County Health Department as the Public Health Preparedness coordinator in January 2009.  Mike had worked the Hurricane Ivan disaster in the Panhandle of Florida in 2004 where he gained a lot of experience with boots on the ground training.

Mike currently serves as Chief Deputy Coroner for the Morgan County Coroner’s Office located in Martinsville, Indiana. Mike has received training in Disaster Preparedness, EMS, ACLS, Trauma Life Support and many too numerous to mention.

Mike Continues to work with Vantage point as a consultant and an instructor.  He provides much needed experience to the class room and works as a facilitator/instructor for Vantage point.

Tobias Frost


Toby Frost is a Captain with the Lafayette Fire Department in Indiana. He is a Team Leader for their HazMat Team and is the founder of their Illicit Lab Response Team. He is a department instructor for fire fighters, recruits, and local industry teaching fire science, technical rescue and hazardous materials. He is a continuing lecturer at Purdue University in the School of Natural Resources and Environmental Sciences.

Toby has presented across the country at hazmat conferences including the IAFC International Hazardous Materials Conference, The Hot Zone, and at the Fire Department Instructors Conference (FDIC).  As a contract instructor Toby has helped train federal, state and local responders across the country and internationally.

Toby serves as a HazMat Specialist for FEMA -INTF-1. Toby is a principal member of the NFPA Hazardous Materials Committee. He is a current Board Member for the Indiana Alliance of Hazardous Materials Responders.  Capt. Frost is a graduate of Eastern Kentucky University with a BS in Fire Science Engineering Technology and a graduate of the NFA Executive Fire Officer Program. In 2018, Toby was recognized by the IAFC Hazardous Materials Committee with their “Level A” Award and in 2019, the “In the Zone Award”,  at the Hot Zone Conference.

On his off time Toby enjoys traveling the world with his wife, particularly to Ireland as often as possible.

Bridgette M. Collins

Illicit Bias Program Facilitator

Bridgette Collins-George was born and raised in Gary, Indiana.  She is the wife of Michael, and mother of two daughters, Miracle and Chandler.  She graduated from Butler University in 1999 with BA in Psychology.

Her career in the criminal justice field began with the Indiana Department of Correction in August of 2000 at the Indiana Boys School.  Throughout her career as a clinician, she worked with all types of inmates including male/female, juvenile/adult, sex offenders, violent aggressors and those with special needs.

During her time with the IDOC, she was an Internal Affairs Investigator, Hostage Negotiator and part of the Fugitive Apprehension Team.

In May of 2008, Bridgette was hired as the Director of the Hendricks County Work Release where she remains in that capacity.  In 2010, she became the Director of Community Corrections.

In 2014, she became the owner/operator of Confinement Safety LLC, which provides auditing for the Prison Rape Elimination Act (PREA) under the direction of the Department of Justice.  In that capacity, she travels all over the US, conducting audits on prisons, jails, community confinement facilities and juvenile facilities to ensure the staff and inmates are safe from sexual assault and sexual harassment.

She became a trained facilitator of Real Colors Temperament Assessment and Implicit Bias Awareness Education in 2019.  She also was selected to join the Indiana Crisis Assistance Response Team (ICART), Hendricks County Medical Reserve Corp (MRC) as well as the Hendricks County Crisis Assistance Response Team (CRT).  In this capacity, she is deployed following tragedies, natural disasters, traumatic deaths etc to connect victims/witnesses to local resources and navigate their new reality.

One day she aspires to be a Chef and cook fresh foods from her very own garden!
